Hair length is measured from the roots to the tip when the hair is straight. Curly and wavy hair systems are usually 1-2 inches shorter than straight ones (it depends on how pronounced the curl is).
However, keep in mind that extensions and hair systems are measured differently. A hair system is measured starting at the crown of the head to the tip of the hair. But extensions are the same length all over the head, whether you measure the hair strands at the crown or the nape.

Place the tape at the lowest point on the bone behind your ear (mastoid bone) and measure across the neck to the opposite mastoid bone.
